Position Description:

CGI Federal has an immediate opening for a Submarine Special Operations and Safety Senior Analyst to provide technical support for a NAVSEA Program Office. This person will provide support to the Warfare Requirements and Test Division Director on all matters concerning Submarine Safety and Hazard management.

Your future duties and responsibilities:

Primary POC for all VIRGINIA Class DSS-SOC matters. Provide management and engineering support for the Virginia class DSS-SOC Certification of Lock out Trunk (LOT), Dry Deck Shelter (DDS), and SEAL Delivery Systems

• Organize DSS-SOC Certification issues to support delivery of certified DSS-SOC systems to the fleet. Manage a team of NAVSEA Headquarter, field and contractor activities to develop, implement, and obtain concurrences for a certification compendium for various DSS-SOC certification events. In support of this an early objective is to reduce and eliminate (where possible) all outstanding DSS-SOC Survey cards that are currently existing.

• Liaison with activities involved in the DSS-SOC Certification process within and outside of NAVSEA to ensure that the certification priorities match the Virginia class milestone priorities. Continually monitor all DSS-SOC process and make recommendations when possible on streamlining and implementing LEAN initiatives that support more cost efficient, and timely closure of DSS-SOC commitments that relate to Certification. These commitments may or may not be DSS-SOC, so long as they affect DSS-SOC Certification in any way. Provide all concerned with the appropriate priorities to support certification requirements.

• Develop and maintain program office policies with regard to the handling of DSS-SOC Certification issues. These include development and implementation of fleet guidance to support sustaining DSS-SOC certified systems on VIRGINIA Class submarines.

• Provide Team Submarine Program support as directed by PMS450C1

For PMS450W, the VIRGINIA Class Warfare requirements and Test Division:

• Primary POC for VIRGINIA Class Safety Council matters. Represent PMS450W on the Safety Council and provide recommendations to the Deputy Program Manager regarding resolution of Safety Hazards which may impact submarine operations as well as Test and Evaluation events.

• Provide Team Submarine Program support as directed by PMS450WB.

Required qualifications to be successful in this role:

At least 10 years of experience in the following:

• Reviewing test data to ensure technical and operational requirements are met.

• Submarine Special Operations Support systems design and operation.

• Submarine Combat System architecture and operation.

• Submarine warfare mission areas, including Strike, SOF, Intelligence, ASW and SUW mission execution.

• Memorandum of Understanding (MOU) requirements for contractor work on shipyard locations.

Desired Qualifications:

• Developing acquisition strategies, procurement strategies and evaluation criteria within the Navy.

• Participating in major software/hardware system procurements within the NAVY

• Experience with DoD Acquisition regulations and requirements

• Experience with Navy Operational Testing requirements

• Coordination of Participating Manager and Major Program Manager acquisition efforts.
