Position Description:
We are seeking a Proposal Manager to join our CGI team! This career opportunity is located in our Sacramento, CA office however a hybrid working model is acceptable. You will be required to be in the office 2-3 days/week.
You will be joining a diverse team that is focused on working together to grow our business by delivering compelling proposal responses and transformational solutions for our clients. We use our technical expertise and secure, innovative solutions to help our government clients reinvent the ways of working to improve citizen services and increase efficiency.
We are looking for a team member to work closely with our consultants to produce the best responses that meet and exceed the requirements of proposals, provide the best value and solution.
Expertise in MS Word and Adobe Acrobat, SharePoint and MS Teams is essential!
Your future duties and responsibilities:
How you'll make an impact
The successful Proposal Manager will be involved in the creation, capture and management of content into proposals which support the strategic bids and opportunities. This encompasses a number of different disciplines including; facilitating proposal creation, reviews, document management and administrative support.
Provide comprehensive proposal management support through the deployment of industry and company standards methodologies, tools and processes and be an integral member of the bid team, responsible for managing the production of high-quality client deliverables that provide a competitive edge.
Defining and managing the tasks and activities required to develop and deliver compliant and compelling proposals on time. Work closely with Sales, Pursuit, and Solution Architects to build proposal response that clearly demonstrates our proposed solution.
Specific duties include:
• Reviewing sophisticated Request for Proposal/Offer (RFP/RFO) documents
• Identifying response requirements and proposal structure required for a compliant proposal
• Creating and leading the proposal response electronic files, strong desktop publishing skills are required
• Develop, track and maintain proposal management artifacts including Proposal Folder, schedule, outline, Requirements Traceability Matrix (RTM) or Resource Assignments
• Working with sales and pursuit staff to identify proposal staffing requirements and assist in building standard and compliant resumes
• Supporting win theme and win strategy development
• Managing proposal team activities throughout the proposal lifecycle
• Leading color team reviews and facilitating debrief meetings
• Supporting content development, editing, formatting, and final document preparation and production
• Make significant contributions to the development and continuous improvement of proposal management processes, tools, and templates
• Continuously develop and maintain our proposal content library
• Leveraging AI tools for Proposal Content
Required qualifications to be successful in this role:
What you'll bring
• 5+ years of Proposal Management (specifically Systems Integration proposals) -- strongly prefer California public sector Proposal Management experience!
• Management of large, complex technology proposals
• Experience with government proposals
• Plan, produce and deliver compliant proposals
• Highly detail oriented, with an ability to prioritize multiple priorities in parallel
• Utilizes a strategic mindset when evaluating proposal requirements, conducts proposal management and interacts with various entities within the company
• Excellent planning skills with a demonstrated ability to analyze requirements, define logical tasks and schedules to meet those requirements, and manage team execution to produce required results
• Expert level knowledge of Word and Adobe, and what is required to assemble a large, sophisticated document
• Strong technical writing and organizational skills, with experience writing complex technical documents
• Ability to matrix manage geographically disperse teams consisting of multiple staff levels
• Proficient with graphics packages, including Visio, PowerPoint, or Adobe Illustrator desirable
• Ability to quickly understand complex technology solutions
• Ability to work under pressure and demanding deadlines
DESIRED QUALIFICATIONS/NON-ESSENTIAL SKILLS:
• Knowledge and experience with CGI’s current product suites and IP
• Technical Writing
• APMP Accreditation

To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $83,900 - $160,200."
