Position Description:

CGI Client in Richmond is seeking an experienced leader with a strong background in project management and demonstrated experience in implementing program management governance processes and delivering projects and programs. This individual will assist implementing program management processes, develop necessary artifacts, and train stakeholders for successful implementation of governance processes. The individual will also execute critical projects as assigned. The ideal candidate brings proven leadership and delivery experience and the ability to thrive in a highly collaborative and fast-paced work environment. CGI Client expects ideal candidate will be local to Richmond, VA once the client is back to office post COVID.


The primary responsibilities are

• Plan, direct, and deliver assigned activities and projects

• Develop and implement best practices, processes, and toolsets for effective program/project management. Develop necessary artifacts and train stakeholders.

• Participate in Technology PMO governance meetings to evaluate and prioritize work, and construct project portfolio

• Manage project portfolio activities – monitor, review, and report

• Continuously improve Technology PMO governance process to achieve high maturity level

• Provide visibility into resource planning and bandwidth constraints across projects portfolio

• Develop and report Technology PMO metrics

• Execute Technology projects

• Track and report project statuses

• Work with all levels of leadership. Develop executive level presentations for Technology projects portfolio.

• Serve as a subject matter expert on project and program management topics. Mentor less experienced project managers and project leads.

• Work with other Technology Services teams to ensure compliance with VA Commonwealth technology and security related policies and regulations

• Build a positive and successful relationship between client’s Technology Services and other Business Units


• Demonstrated working knowledge and experience in the following:

• Project and Program Management knowledge areas and processes

• Duration and cost estimation techniques

• Project delivery

• Budget planning

• Research and analysis

• Software Development Lifecycle(s)

• Project scheduling methods, and concepts

• Project performance management techniques

• Project selection methods and analysis

• General IT security standards and practices

• Software Development Lifecycle(s)

• MS Office suite including excel and project scheduling tools

Demonstrated ability to:

• Ascertain and meet customer expectations

• Work effectively and independently in a fast paced team environment where priorities can rapidly change

• Prioritize own work activities with minimal guidance and coaching

• Solve complex problems through discovery and analysis with minimal guidance

• Complete complex projects independently with minimal oversight and direction

• Manage competing priorities to meet goals

• Communicate effectively orally and in writing with users at all levels

• Develop and manage detailed and accurate work plans and appropriately communicate work plan risks and impacts to management

• Analyze complex processes and comprehend complicated materials and documentation.

• Research and gather data, compile results, and solve problems.

• Plan, organize, coordinate, assign, and schedule work of project team

• Direct the work of project team members and manage complex technology projects

• Communicate effectively orally and in writing with users at all levels

• Develop and manage detailed and accurate work plans and appropriately communicate work plan risks and impacts to management

• Provide, maintain and follow technical documentation

• Direct the work of project team members and manage complex technology projects


Skill Set

Program Management - 10+ Years, High Proficiency

Financial Analysis - 5+ Year, High Proficiency

Education and/or Experience

Bachelor’s degree from a four-year college or university or closely related field and 12+ years of experience. Experience may substitute for education in some situations. PMP or equivalent certification is required.
