Position Description:

The operational environment (OE) is one of 13 TRADOC core functions. The OE is defined as a composite of the conditions, circumstances, and influences that affect the employment of capabilities and bear on the decisions of the commander. The TRADOC Deputy Chief of Staff, G-2, develops, verifies, validates, accredits, and provides Operational Environment (OE) products, services, and support on behalf of the TRADOC Deputy CG/Chief of Staff who serves as the OE Core Function Lead. The G-2 manages the development and provision of OE outputs around four pillars of effort (understanding, describing, delivering and assessing the OE) through the command’s OE Enterprise (OEE). Supported OEE users include all TRADOC organizations and their respective staffs in the performance of their core functions, with special emphasis on OE support to training, leader development, education, and concepts and capabilities development for the US Army. The G-2 supports TRADOC’s mission to support training in units.

Serves as focal point and principal OEE entry point and point of contact for one of three user communities supported by a portfolio manager. There are three portfolio manager positions: PfM COEs (centers of excellence); PfM CD (capabilities development); and PfM units (operating force units). Each PfM synchronizes, deconflicts and coordinates OEE project support between the affected, supported OE user community and each of potentially multiple OE Enterprise capability providers. Develops and executes a comprehensive supported user engagement plan to: identify requirements, synchronize development and delivery of necessary support products and services, and manage portfolio feedback and assessment of OEE user support.

Your future duties and responsibilities:

• Maintains domain knowledge appropriate to the portfolio and its supported user community

• Deconflicts issues with OEE capability providers; refers unresolvable issues to the OEE Portfolio Director (the TRADOC Deputy G-2)

• Develops, maintains, and executes a supported user engagement plan

• Develops and maintains a portfolio master, user-specific requirements knowledge base

• Through user-PfM engagements and, as appropriate, PfM-facilitated supplementary collaboration between the supported user and capability provider(s), identifies precise, mutually agreed upon user requirements

• Manages portfolio assessment—feedback and evaluation—efforts to determine the extent to which OEE support satisfied user requirements

• Coordinates and manages OEE participation in internal OEE portfolio decision forums as well as preparation for and participation in TRADOC and Army decision forums appropriate to the portfolio; e.g., TGOSC, TIF, TSWG, CoCs, QFR, CIEF

• Request, task (via OEE Operations), and coordinate support from OEE capability providers and/or the OEE project leader (typically from an OEE capability provider organization)

• Universal PfM awareness of OEE support to a user community is expected and assumed. Given this condition, PfMs assist OEE Operations and the G-2 to shape and align OEE priorities and work

• Coordinates and synchronizes user engagements, requirements, project execution, and feedback and evaluation such that each supported user event or activity can be correlated to specific OEE supported projects and user organizations

• Develops and maintains the portfolio blueprint, identifying discrete projects and tasks that require OEE output products and/or services

• Coordinates project reviews and decisions

Required qualifications to be successful in this role:

• Knowledgeable of the portfolio domain. For PfM COE, essential experience and knowledge in leader development, training, and education, especially as it is developed and executed in the institution. For PfM CD, experience and knowledge in Joint and Army capabilities development. For PfM Units, experience and knowledge in operating force unit training (at home station, CTCs) as well as FORSCOM and ASCC training policy.

• Must have significant work experience (at least three years) in the domain of the portfolio

• Must have demonstrated critical thinking skills

• Must have career bonafides indicative of being able to work effectively with senior leaders in the domain of the portfolio

• Demonstrated excellent written and oral communications skills

• Demonstrated ability to perform under pressure in an environment of changing and sometimes frequently ill-defined requirements

• Preferred candidate must be driven to deliver results—not a slave to process

• Required travel up to 20%

• Must have a Top Secret SCI security clearance

• Duty location is Fort Eustis, VA
