Sr. Project Coordinator (Management Analyst IV) EOIR

Position Description

CGI Federal is seeking a Sr. Project Coordinator (Management Analyst IV) to support our Department of Justice client, Executive Office of Immigration Review (EOIR). This role will assist with the implementation of the Court Standards Unit (CSU).

a. Help increase our Immigration Court’s operational efficiency by working alongside court members to institutionalize recognized best practices for critical court functions.

b. Assist the Nation’s immigration courts in adhering to approved court operation standards and policies (Docketing & Practice Manuals, Operating Policies & Procedures Memorandums/OPPMs, etc.).

c. Assist immigration courts in implementing and complying with special interest matters important to the Chief Immigration Judge (i.e. Specialized Dockets, Performance Measures, Presidential Executive Orders, Government Accountability Office findings, Assistant Chief Immigration Judge’s responsibilities, docketing practices, etc.).

Specific Tasks Assigned:

  1. In addition, since the Court Standards Unit is in its initial stand-up, the Senior Project Coordinator will play an integral role in the following activities:

a. Documenting Best Practices and creating user-friendly tutorials/lesson plans, etc to facilitate court member understanding and implementation.

b. Document, develop, and maintain user-friendly instructions, aides, etc on all critical court functions (consistent with the Docketing & Practice Manuals, OPPMs, etc.).

c. Document, develop, and maintain user-friendly instructions aides, etc on the signs of a failing court and mitigation plans/ideas.

d. Development and maintain instructional aides, etc for the Chief Immigration Judge’s special interest matters (Specialized Dockets, Performance Measures, Presidential Executive Orders, GAO findings, enhanced ACIJ responsibilities, docketing practices, maximize adjudicatory capacity such as minimizing dark courtrooms, etc).

e. Development of stakeholder surveys & interview questions (for Court Staff, BAR, DHS, etc).

f. Establish process for scheduling court visits and help implement/maintain schedule by assisting with logistical requirements.

Duty Description and Skill Requirements:

The management specialists work alongside the CSU’s government program specialists and perform similar functions as outlined above (includes periodic travel).

The skills required by the contractor specialists to perform required CSU functions include at least a Bachelor’s degree and two (2) years relevant experience in program management and instructional plan development (preferred). Specific skills include:

a. Working knowledge of Case Access System for EOIR (CASE) and EOIR Court and Appeals System (ECAS) to perform queries

b. Working knowledge of MS Excel to perform reviews and produce reports

c. Working knowledge of MS PowerPoint and Word to produce reports, develop instructional aides, etc

d. Experience with ERO, USCIS, CBP and/or EOIR data

e. Working knowledge of available computer software (databases, statistical programs such as the OCIJ Dashboard, and modeling packages)

f. Ability to develop instructional aides and similar products

g. Ability to determine methods for finding or collecting data

h. Experience in designing surveys and interview questions to collect data

i. Ability to collect data or train others to collect data

j. Bachelor’s Degree in Program Management, Business Management, or related field.

Excellent written and interpersonal communications skills.

• Ability to successfully complete a CGI Background Investigation to include, 50 State

Criminal, Education, Employment, Credit and Driving Records Checks to start employment.

• Must be able to obtain and maintain a US Government Security Clearance (Moderate Risk

Public Trust) to start employment.

• Due to the nature of this government contract, US Citizenship is required.

• Possible travel (depends on the needs of the business)

• Some bending and lifting may be required (able to lift approx.. 30 lbs)

• Possible filing may be required.

• This is an expected 40 hour work week position
