Seeking an experienced Sr. Subcontracts Manager to perform the full range of life cycle procurement duties for our International, Diplomacy, and Commerce programs business unit (IDAC BU). The Senior Subcontracts Manager will support a uniquely-varied set of subcontract types and service offerings, with specific focus on international subcontracting and purchasing, where the FAR or U.S. law may not be applicable. The IDAC portfolio supports large scale international logistics services, large and small scale IT implementations, cyber-security, networking and other IT services, Agile and other software development activities, hosting/cloud service offerings, proprietary COTS software license/maintenance offerings, and large scale SCA-based support services. The engagements range from stand-alone contracts to single award/multiple award BPAs & ID/IQ task orders issued under GWACs, the GSA IT Schedule-70, and other agency specific vehicles. The successful candidate will need to be able to shift support to new accounts and contracts as the need arises to accommodate dynamic priorities. Strategic, as well as tactical, proposal support is a significant part of this role.
Overview: Full-cycle subcontract administration responsibilities, which as a minimum, includes RFP/RFQ analysis, subsequent vendor proposal review/support, vendor agreement formation and negotiations, post-award administration, close collaboration with contracts/procurement/finance/ program management, etc., and support for subcontract closeouts, all in accordance with company policies, U.S. Federal procurement regulations, legal requirements, and customer/contract specifications.
Your future duties and responsibilities:
Candidates must be able to develop good working relationships with a wide variety of vendors and internal stakeholders by establishing routine, professional communications, both verbally and in writing. The successful candidate will be required to collaborate with program staff, legal, and contracts/procurement/finance team members to build an efficient working environment. Special emphasis on knowledge of international procurement and the ability to identify issues proactively.
Candidate must possess extensive knowledge of, and experience with, working within a DCMA-approved purchasing system.
The successful candidate will be responsible for assigned agency(s) procurements/contracts and also will be responsible for maintenance of subcontract data in company database(s), subcontract files, and the submission of ad-hoc reporting and research, as needed.
The successful candidate also will be responsible for: (1) collaborating with business teams on proposal efforts for new competitive and sole source procurements for follow-on work or other pursuits as assigned and (2) detailed review and collaboration on smaller non-competitive responses, including ROMs and RFI responses.
Candidates must be mature, professional, and have the ability to think independently to resolve problems using proactive concepts, techniques, standards, and apply a general business acumen as it applies to vendor and subcontract management.
Required qualifications to be successful in this role:
BA/BS plus minimum 7 years relevant experience. Additional years relevant experience may be substituted for educational requirement.
Must have excellent analytical skills, effective written and oral communication skills, effective negotiation skills and strong interpersonal skills.
Must understand the broader impact of proposed or awarded work and contract terms on the company, be able to identify and resolve complex contracts issues and advise program staff and management of contractual rights and obligations.
Applicant must have a strong working knowledge of procurement and contract administration principles and possess working knowledge of U. S. Government procurement regulations (FAR/DFAR/Agency Regs, as applicable).
Ability to directly and professionally interact and negotiate with vendor partner personnel and internal client teams.
Demonstrated ability to identify issues and problems on assigned subcontracts and make independent recommendations to direct supervisor(s), program staff, and business unit management.
Legal training, advanced degrees and/or contract/procurement management related class work or certifications a plus but not required.
Current/previous experience with Federal Civilian, International, and/or Quasi-Federal entities is preferred;
Experience negotiating NDAs, Teaming Agreements, and similar legal instruments is preferred.
Experience dealing with Service Contract Act (SCA) based engagements will be considered a plus;
Experience with international negotiations will be considered a plus;
Legal training or professional contracts certification or related coursework will be considered a plus;
Current/previous experience working with the full range of contract types (e.g. Cost-Type, T&M, Fixed Price) to include performance based contracting, and GWAC and GSA Schedule Contracting will be considered a plus.
