CGI Federal is seeking an experienced Program Manager in the Washington, DC area to support an enterprise Agile Application Development opportunity. The Program Manager shall lead a team focused on application development using the agile methodology. This is an exciting full-time opportunity to work in a fast-paced team environment supporting one of the largest organizations within the legislative branch of the US Federal Government. We take an innovative and collaborative approach to supporting our client, working in an agile environment using emerging technologies. You will be interacting with a dynamic team of people, with opportunities to learn and grow as you help deliver the overall solution to our client. Your role includes direct coaching and support to projects. You should have strong Agile Project Management experience to also provide direct support in larger projects and SME support to all other teams to drive Agile at an enterprise level. You will coach Product Owners/Managers, Scrum Masters, and team members towards performing at their highest level and transitioning away from waterfall processes.

Your future duties and responsibilities:

• Pursue, win and execute task orders focused on agile application development

• Ensure that all task order projects are delivered on-time, within scope and within budget

• Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility

• Manage a team of functional and technical resources, varying in years of experience/skill levels, and provide leadership, mentoring, and career guidance

• Develop and maintain a detailed project plan to monitor and track progress

• Manage changes to the project scope and project schedules

• Establish and maintain relationships with the primary client organization, but also within internal and external component offices and organizations, as well as third party vendors and partners

• Create and maintain comprehensive required project documentation and SDLC artifacts

• Report and escalate to management as needed

• Perform risk management to minimize project risks

• Produce ad-hoc reports and deliverables as requested

• Generate weekly/monthly status reports

• Follow the latest trends and evolutions of agile methodologies and can articulate a vision on it

• Create and drive organization-wide Agile adoption strategy and rollout plans

• Provide Agile coaching to teams on all aspects of Agile project management framework, with a strong focus on Scrum practices. This includes working in a hands-on manner with the teams, as well as in a consultant model.

• Embrace servant leadership and embody the qualities and mindsets that are associated with agile methods.

• Enable the continual improvement of software development projects. This includes better predictability of scheduling, improvement of productivity, emphasis for quality of delivery commitments.

Required qualifications to be successful in this role:

  • Experience responding to shifting priorities and managing multiple simultaneous tasks and scheduled deliveries.

  • Strong client management skills within a dynamic environment with numerous critical stakeholders.

  • Ability to work well with others, manage schedule, and produce deliverables.

  • Excellent oral and written communication capabilities and techniques (working side-by-side with government counterparts).

  • Due to the nature of this government contract, US Citizenship is required.

  • Must have enterprise-level Agile and organizational change management experience

  • Solid background utilizing an Agile framework (e.g. Scrum, Extreme Programming, Kanban, SAFe) in software development

  • Solid oral, written, and presentation skills as well as excellent interpersonal skills

  • Experience with independently transitioning software teams to a variation of Agile process.

  • Experience coaching and mentoring software teams on Agile process transitions.

  • Experience in creating and delivering Agile training/workshop

  • Able to handle conflict resolution well, facilitating discussion and alternatives of different approaches

  • Project management experience within Agile software development teams and environments


  • Safe Program Consultant (SPC) certification or Certified Scrum Trainer (CST) Certification

  • Strong leadership skills, with a PMP certification preferred

  • Experience with Scaled Agile (preferably SAFe) implementations

  • Experience managing a BPA or IDIQ

  • Experience leading project teams over 25+ personnel with dedicated and reach back personnel

  • Ability to: 1. Build and manage a successful project delivery team, 2. Establish and grow client relationships and 3. Manage to all CGI required expectations (training, best practices, financial targets, etc.)
