Position Description:

The Quality Assurance (QA) Specialist works closely with the Operations Team to deliver high-quality customer service for the Performance-based Section 8 Multifamily Contract Administration program and to monitor compliance with requirements of the program. The Operations Team is focused on conducting onsite Management and Occupancy Reviews (MORs), processing Contract Renewals and Rent Adjustments, approving requests for subsidy payments, and responding to tenant concerns for a portfolio of housing contracts subsidized under HUD’s Project Based Section 8 Housing Program. The Quality Assurance team must be knowledgable in areas such as: subsidy processing, leasing and occupancy, HAP contract renewals and adjustment of contract rents, tenant relations, review of fair housing EEOC, customer relations, and contract requirements. It is the primary responsibility of the person filling this position to provide for Quality Assurance and Reporting needs related to PBCA ACC Task processing requirements. In addition, all recordkeeping and reporting requirements as well as compliance activities are required. The Quality Assurance Specialist will be part of the team that montiors, reviews and reports activites to ensure the PBCA group comply with both HUD and CGI requirements. Furthermore, this role is responsible for conducting MOR Onsite Post Reviews to ensure the Managemnt and Occupancy onsite review is conducted in accordance to both HUD and CGI policy and procedures.

Your future duties and responsibilities:

Ensuring the maximum quality and production of case management teams that perform contract administration activities within assigned regions. Primary responsibilities:

• Assists the Quality Assurance Manager in monitoring program adherence to the ACC. This includes reviewing the monthly production reports, monthly invoices, and ensuring the timely completion of the independent audit.

• Assists the Quality Assurance Manager in maintaining a continuous quality control program to monitor and evaluate the performance of all ACC related activities in meeting the ACC requirements. This includes verifying the accuracy and reliability of data provided by CGI and conducting source document verification of financial transactions, conducting on-site confirmatory checks of Management and Occupancy Reviews and evaluating compliance with ACC components, HUD policies and procedures and other operational requirements, including delivery of all work items contained in the CGI/CMHA proposal prepared in response to the RFP.

• Travel to property sites to complete Management and Occupancy Post Onsite Quality Assurance Reviews.

• Issue reports of discrepancies and deficiencies, assist in the implementation of corrective action follow up to ensure that the expected outcomes are achieved.

• Successfully complete all required training programs within prescribed period.

• Respond to requests of Managers to conduct ad hoc quality reviews and assist in direct service delivery in an emergency.

• Identify and implement best practices performed by regions and ensuring the consistent, standard execution of contract administration activities.

• Work with all levels of management, finance, systems and quality assurance to develop new and effective to identify ways to mitigate risk

• Complete all required reports, tasks and updates as assigned

• Relieve the administrative burden of the supervising manager

• Assist operations with ACC task processing during staffing shortages

Job may require additional special projects

Required qualifications to be successful in this role:

-Minimum of 3 years related experience

-Undergraduate degree in relevant field is required. Will consider other relevant housing, training or Quality Assurance experience in lieu of degree.

Desired qualifications

-Education, training, or experience writing operations manuals a plus.

-Knowledge of HUD policies and regulations a definite plus.

-Computer literate: experience with Microsoft Programs, Outlook, Word, Excel and Powerpoint

-Experience with Data Analytics and Business Intellegence tools such as Tablea, Mocrosift -Pewer BI or Oracle DVD is a plus
