CGI is responsible for servicing Housing Assistance Payment (HAP) Contracts for a portfolio of multi-family dwelling units in accordance with performance based contract administration requirements promulgated by the U.S. Department of HUD. General responsibilities include portfolio management, customer relations and operations management.
Your future duties and responsibilities:
The Compliance Team Leader assumes management and production reporting responsibility for the contract administration core activities performed in the assigned territory local processing that occurs in the NY state contract (i.e., timely and accurate completing of local contract administration activities). The Central Team Leader works closely with assigned staff in assuring timely and correct delivery of related ACC tasks; directly related to processing monthly HAP vouchers, rent adjustments, contract renewals and special claims.
-Manages and maintains an on-site staff of Lead Contract Specialists and Contact Specialists.
-Organizes and oversees the work activities of staff to ensure effective contract administration of Section 8 contracts within the assigned region in accordance with HUD statutes, regulations and notices.
-Ensure the performance of core tasks assigned to the Asset Management Center in an accurate and timely manner that include, but are not limited to:
• Completion and processing of rental adjustments
• Assembles resident data supplied by Asset Management Specialists and processes opt-out and contract terminations
• Reviews, approves, processes and pays landlord vouchers in an accurate and timely manner
• Prepares and maintains written documentation verifying the accuracy of monthly payments to landlords including notification of corrective actions
• Renews expired contracts
• Resolving quality control findings in a prompt and professional manner.
-Monitoring the overall productivity of staff and quality of work to continuously improve overall processing performance.
-Monitor the performance of individual landlords and facilitate corrective action to improve property conditions, and administrative transactions.
-Work through the Area Manager, State Manager and Client Relations Manager to improve coordination and communication with the local HUD Office.
-Require property owners under contract to comply with the terms of the HAP contract for covered units and take vigorous action to enforce the terms.
-Works in collaboration with Human Resources/Cleveland office, to ensure necessary Human Resource-related responsibilities are completed in required timeframes
-Maintain good relations with owners, residents and their representatives, neighborhood groups and local governments.
-Provide NY PBCA with data and records requested by HUD in a timely manner.
Required qualifications to be successful in this role:
Associates degree or higher
Prior experience in compliance, reporting, finance
Able to work in fast paced, quality control environment
Management background (2-5 years) preferred
